Houlon Berman is proud to announce that its managing partner, Richard A. Finci, has been appointed by Governor Ehrlich to a 4-year term on the Maryland State Commission on Criminal Sentencing Policy, as the representative of the private criminal defense bar.

The Commission’s duties include the regular review of Maryland’s Sentencing Guidelines and consideration of any necessary amendments to it as the legislature changes the State’s criminal statutes. The Commission is also charged with the critical review of sentencing practices throughout the State as to fairness, proportionality and disparity among the counties.


The 2001 President of the Maryland Criminal Defense Attorney Association, Rick Finci is the managing partner at Houlon Berman. Rick's practice includes all types of criminal and traffic matters in the Federal and State courts of Maryland and the District of Columbia. He also handles asset forfeiture matters and complex civil and personal injury cases. Rick has extensive experience in the Maryland appellate courts, having argued more than 30 cases before the Court of Appeals and Special Appeals. In Spring 2003, Rick was elected to a two-year term to the Maryland State Bar Association Criminal Law Section Council.

Rick earned his undergraduate degree from the University of Maryland and graduated cum laude from the University of Baltimore Law School. When not practicing law, Rick enjoys soccer, softball and golf, as well as spending precious time with his wife and three children.
