
Rick is highly active in professional and educational activities related to criminal and traffic law. He is currently serving the second of two consecutive terms on the Maryland State Commission on Criminal Sentencing Policy, an advisory body that reviews and makes recommendations regarding the state’s sentencing guidelines. In 2007, he chaired and presented at the Criminal Law Section Council Seminar at the Maryland State Bar Convention, and in 2008, he led a seminar on criminal defense at the University of Baltimore Law School, and served as the Chair of the Maryland State Bar Association Criminal law Section Council. Rick is a past President of the Maryland Criminal Defense Attorney's Association. He also served on a panel addressing witness intimidation (alongside Professor Byron Warnken, United States Attorney Rod Rosenstein, Montgomery County State Attorney John McCarthy and State Public Defender Nancy Forster) and co-presented a seminar on plea bargaining and case screening at the Prince George’s County State Attorney’s Office with the Honorable Steven Platt. In recognition of his accomplishments, Rick was selected for inclusion on the Super Lawyers® list for both Maryland and the District of Columbia in 2007 and 2008.
Rick earned his Bachelor’s degree in 1981 from the University of Maryland and his law degree, cum laude, in 1984 from the University of Baltimore Law School, where he served on the law review. When not practicing law, he enjoys soccer, softball and golf and spending time with his wife and three children.
